With the imminent requirement to provide of Home Information Packs to potential buyers, I wadered off to homeinformationpacks.gov for further details. Apart from the Energy Performance Certificate which suggests that you can add solar photovoltaic cells to 25% of your roof area (but doesn't say that it will probably take over 100 years to see a return on the investment) and formal things link local authority searches and something to say who owns the house, the compulsary content is limited. One optional item is a Home Condition Report which look very much like a formalised building survey and is potentially the most useful item.
The other let off for dodgy properties is given in 'Do I need a Pack' section. It states that you do not need a Home Information Pack for (amongst others) Unsafe properties. Just the ones which need it I would think!
Another finding is that the seller doesn't have to give a pack to a potential buyer if the buyer can't afford the property. An interesting assessment?
